What happens
The War of Independence against the British left the country in serious debt, with the federal debt a total of 40 million dollar of which eight million dollars owed to the French and Dutch. The Congress has twice proposed to lay a 5% duty on imports in order to pay the interest and principal of the debt, but it needs the consent of all thirteen states to add this to the Articles of Confederation.

When this event fires, Import Duties presents these options:
- Accept the 5% duty on imports
- Reject the proposed amendment
