What happens
The Za, the trade guilds in, have begun to grow large and powerful enough to protect themselves and are becoming independent. They already have the power to alter market prices and have begun to show signs of monopolistic activity. In order to stop the Za's monopoly, establishing free markets and guilds, or rakuichi and rakuza, might deal a severe blow to the power and influence of the older, monopolistic Za.
