Bandit leader caught in our nation

The campaign in our nation to catch the leader of the bandits in the area has finally proved successful. During the hunt for him his popularity has only increased, however, and it is clear this is a very dangerous man to be alive. The commander of the troops that caught the man recommends that we kill him now and not risk that he may one day incite those who idealize him to revolt against us. One of our ministers, however, wishes to remind our ruler that to save a life is better than building a seven level pagoda.
