What happens
This harvest has been unusually bountiful and our ruler could well make use of this unexpected wealth to fund planned religious works. An extra tax has been suggested to transfer the extra grain from the farmers to the state. However traditional Buddhist law dictates that he cannot take more than 10%, the 'Hay Sacrifice', of that which has been harvested and some of our ministers seem uneasy with breaking this rule.
