What happens
The our culture people of our nation have traditionally lived, at least in part, a nomadic life. Although our efforts to centralize have made this less feasible, people are used to it and expect us not to intervene. It does make our nation more difficult to manage, however. Some of the our ruler's advisors have suggested that we try to take control and restrict their movements, but this could be seen as trampling the way of life that made them successful in the first place.
