What happens
The regular arrival of tributary fleets bringing treasures from abroad to our shores is in some ways a temptation too great to ignore for those that wish to make a quick fortune. A group of pirates has begun to target the tribute missions and are making a good profit on the many gifts meant for our our ruler.
