What happens
Some of the most successful merchants have been found to circumvent tariffs and League taxations by registering holdings under subordinate captains or by unregulated trade with foreign powers. While we still gain enough from them to make a profit, they're setting a bad example and many lesser merchants are likely to follow the practices if left unchecked.
