What happens
The Chinese have long felt that a good way to ensure efficient administration according to Confucian ideals is to hold general examinations for all administrators. This works well for a country with generations of experience to draw upon, something we do not have.\nThe current lack of both administrators and teachers might be remedied by attracting some of those that have failed the examinations in neighboring countries but we would be paying a high price for an uncertain commodity.
