What happens
The former Papal controller is a rival of our current, and there are plenty of decisions, papal bulls and decrees of the last our ruler that can be made undone. This would soil the former our ruler's reputation and make him look incompetent, which would be looked upon with gratitude and approval from our current Papal controller.
