What happens
It has always been difficult to rule the disparate peoples of the south-western provinces, but never more so than in this time of crisis. The rebels have begun to consolidate under the warlord our ruler, who demands that the our state recognize him as Protector of Yunnan. We risk losing control of the region entirely if we do not take drastic action.
