What happens
A proposal to improve the quality of the army is being debated in Parliament. It has long been the practice to give command of the armies to members of the aristocracy, who often lack military experience. Under the proposed Self-denying Ordinance, Members of Parliament would be barred from holding command in the army or the navy for the duration of the civil war. Instead, the armed forces would be re-organized into the New Model Army under the command of Sir Thomas Fairfax.
