What happens
While we have achieved general recognition as the new Empire of China, we have yet to earn the respect of the Chinese people. Our great reliance on foreign, even uncivilized, people in our armies and administration is putting the Mandate of our dynasty in question.\nUnless we take measures to become a truly Chinese Empire we will remain an Empire in name only and will appear to have lost the Mandate of Heaven.
