What happens
Not all Cossacks are awarded the same privileges by the state. Traditionally rights are awarded to specific Cossacks that are willing to perform great services to the state in times of war. As these rights are not transferable upon death this means that the influence of the Cossacks can vary greatly over time. According to the Cossacks it is high time we grant them further privileges to bolster our numbers.
