command in Europa Universalis IV is a console command that is typically used in multiplayer games, but with this command, you can force enable it in single-player games. It allows you to immediately gain a specific Victory Card.
Victory cards are a feature mainly used in multiplayer to get additional scores. They are dealt every 100 years (starting in 1450) to nations that have at least 300 total development.
Each card gives a specific area the nation needs to control directly (not through a subject) to get a boost to their score. If the areas specified by the card are controlled at the end of the game, a gigantic amount of score is rewarded.

In EU4, cheats are executed from the command console, a text box that you type commands into.
To open the command console press the ~(tilde) key, which is typically located under ESC (escape).
