In terms of actual gameplay, making a country your tributary means that every year, they will give you a certain amount of manpower, money or monarch points (you choose which), but in exchange, they are technically outside of your realm, unlike vassals or personal union partners.
To use the command, you'd have to type tributary [country tag]
into the console, replacing [country tag]
with the three-letter code of the country you want to make your tributary.
This command is useful because it allows you to expand indirectly - instead of directly ruling the territory yourself, you can have a friendly country ruling the territory that faithfully sends resources to you. This saves you administrative capacity and the effort of integrating the territory.
