How do you use the reform command in EU4?
Open the console with the grave (`) key while in-game, type reform followed by its parameters, then press Enter. The console can't be opened in Ironman games.

The syntax is reform [target province id]. It takes one argument: target province id.
Does the reform command require any DLC?
No. reform is part of the base game and works without any DLC.
Can you use reform in Ironman mode?
No. The console is disabled in Ironman games, so reform can't be entered. Because achievements are only earned in Ironman, console commands like reform can't be used to unlock them.
