The declare_war command in Europa Universalis IV is used to initiate a war between two nations. When a player uses this command, they are effectively stating that their nation is declaring war on a target nation.

This war will have no valid Casus Belli, or reason for war, which typically can have consequences in the game such as increasing your nation's aggressive expansion penalty.

The declare_war command is an EU4 console command that allows a player to initiate a conflict between two nations without a Casus Belli (CB).

In Europa Universalis IV, a Casus Belli or CB is a required condition that justifies a nation going to war against another nation.

However, with the declare_war command, this prerequisite is bypassed.

When this command is used, it will immediately put two nations at war with each other. The syntax for this command is

declare_war [attacker country tag] [defender country tag]

The defender country tag is the tag of the nation you want to declare war on, and the attacker country tag is the tag of the nation you want to declare the war.

An important thing to note is that you don't actually have to control the attacking nation to use this command.

This means you could, theoretically, make any two nations go to war with each other from any point in your game.

How to Open the Command Console

In EU4, cheats are executed from the command console, a text box that you type commands into.

To open the command console press the ~(tilde) key, which is typically located under ESC (escape).

If your keyboard does not have that key, or pressing ~ does not work, try the following keys:

  • ~
  • SHIFT + 2
  • SHIFT + 3
  • ALT + 2 + 1

Type your command into the console, and then press ENTER .
