Creates, upgrades, or downgrades a province's center of trade. Centers of trade boost trade power and provincial bonuses by level, so this sets the level directly for testing trade income.

How do you use the center_of_trade command in EU4?
Open the console with the grave (`) key while in-game, type center_of_trade followed by its parameters, then press Enter. The console can't be opened in Ironman games.
