Annexes a country into yours outright without adding any cores on the conquered land — so the provinces are owned but stay uncored (with the usual unrest and autonomy of foreign territory) until you core them.

How do you use the annex command in EU4?
Open the console with the grave (`) key while in-game, type annex followed by its parameters, then press Enter. For example: annex SCO. The console can't be opened in Ironman games.

No. The console is disabled in Ironman games, so annex can't be entered. Because achievements are only earned in Ironman, console commands like annex can't be used to unlock them.
